Mark Fox
If there are two things Mark Fox knows inside and out, it’s the construction business and the Salem community. Born and raised in Salem, Mark went to South Salem High School and then on to study business and psychology at Central Oregon Community College and Western Oregon University. After working an incredible assortment of construction jobs before, during and after school, Mark took over White Oak Construction in 1997 with a simple plan; be honest and do good work. Many years, several name changes, a few new staff members, that plan remains the same. When he’s not building high-quality, eco-friendly buildings on incredibly tight schedules, Mark enjoys taking the White Oak team hunting, playing golf and spending time with his son.

Paul Beals
Paul is responsible for the overall management of the White Oak Team. He brings a broad background of construction and development experience, including a plethora of contacts and working relationships. He has 30 years of experience working in the construction industry and is a Corban University graduate with a degree in Accounting and Business Administration. Paul has been an active member of the Salem community for over 35 years.

Peter Shanks
Peter joined the White Oak team in 2010. Peter moved to Salem after finishing his degree at George Fox University. As a Project Manager, Peter assists in all the estimating, planning, budgeting and project management required to make White Oak Construction’s projects top-notch.

Will Horsey
Project Manager Will Horsey returned to the Mid-Valley from Bend, Oregon. He is originally from Turner, Oregon. He has a degree in Aviation Sciences from Central Oregon Community College. He served 21 years in the Army, spending time in Germany, Korea and Afghanistan. He worked for the State of Oregon as a Project Inspector and also worked in resort maintenance and management. He is a licensed pilot and scuba diver.

Kevin Taylor
Kevin Taylor joined White Oak Construction as the Superintendent in 2017. Before White Oak, he worked as a Superintendent for HP Civil Inc., where he oversaw construction and worked closely with project owners. Taylor served as a foreman at Slayden/Sundt. In this role, he helped execute the construction of the Sellwood Bridge in Portland, OR, which was named the 2017 Project of the Year, and spent six years at Slayden Construction Group as a Foreman, Carpenter and Operator. He was responsible for a number of projects related to bridge, railroad, and facility construction.
